Notes
Metropolitan France In metropolitan France, the standard TSCA rate is set at 9%. Specific rates and surcharges apply depending on the nature of the risk:
- Automobile (Civil Liability): 18%
- Property Damage (Multi-risk Home): 9%
- Fire (Business Property and Business Interruption): 12%
- Fire (Agricultural Risks): 7%
- Supplementary Health Insurance (TSA): 13.27% (for responsible contracts)
Overseas Departments and Regions (DROM) Indirect taxation is generally aligned with that of metropolitan France.
- Guadeloupe, Martinique and Réunion: Application of the same TSCA rates as in metropolitan France.
- French Guiana: Application of a reduction of (50%), which reduces all metropolitan rates by half (e.g., base rate at 4.5%).
- Mayotte: Application of the same rates as in metropolitan France (base rate at 9%).
Overseas Collectivities (COM): These territories benefit from broad fiscal autonomy, making the metropolitan TSCA (Tax on Insurance Contracts) inapplicable:
- New Caledonia: The TSC-A is levied locally (often allocated to organizations such as the Rural Agency) and has its own tax rates.
- French Polynesia: Insurance contracts are subject to specific local duties and taxes (contracts related to property damage or personal injury benefit from exemption schemes specific to the territory).
- Saint-Pierre-et-Miquelon, Saint-Martin, and Saint-Barthélemy: These collectivities apply their own indirect taxation schemes that replace the metropolitan mechanisms.
